JOB TITLE: MAINTENANCE TECHNICIAN II
MAINTENANCE DEPARTMENT


GENERAL STATEMENT OF JOB

Under occasional supervision, performs a wide variety of semi-skilled tasks in the maintenance of all public housing units in a decent, safe and sanitary manner while maintaining a high level of efficiency and quality of workmanship. Performs related work as required. Ensures that any observation or general knowledge of non-compliance with Housing Authority policy is immediately reported to the Executive Director. Reports to the Maintenance Foreman.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

  • Performs a wide range of semi-skilled/skilled maintenance and repair work to help ensure the proper condition, safety and sanitation of all public housing units and grounds.
  • Performs building and carpentry repair work, including but not limited to repairing and replacing doors, window frames, cabinets; installing and repairing flooring tiles; repairing or replacing roofing materials, etc.
  • Installs, repairs, and services refrigerators, ranges, plumbing systems and fixtures, heating and air conditioning units, water heaters, electrical systems, etc.
  • Repairs or replaces electrical fixtures, outlets, circuit breakers, etc.
  • Disconnects gas stoves for cleaning and repair; regulates stove burners; adjusts pilot lights and performs some mechanical work in repairing and replacing parts.
  • Performs emergency service according to Thomasville Housing Authority's policy.
  • Performs duties in accordance with all applicable safety rules and regulations.
  • Maintains all materials, tools, supplies and equipment issued for the performance of duties.

ADDITIONAL JOB FUNCTIONS

  • Performs general cleaning duties as required, including removing trash, cleaning appliances, stripping and waxing floors.
  • Paints walls, doors and ceilings.
  • Moves heavy furniture and appliances as needed.
  • Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires a high school diploma or GED equivalent supplemented by three to five years of building maintenance experience with an emphasis on electrical, plumbing, carpentry, and heating repair work or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must have refrigeration certificate.


MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machines and equipment, including a vehicle and a variety of hand and power tools. Must be able to exert up to fifty pounds of force occasionally and/or ten pounds of force frequently to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those of sedentary work; work involves walking or standing for periods of time, stooping, kneeling, crouching, crawling, pushing, pulling, lifting and carrying, climbing ladders and steps. Must be able to lift and/or carry weights of up to one hundred pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or direction from supervisor.

Language Ability: Requires ability to read a variety of policy and procedure manuals, drawings, specifications, etc. Requires the ability to prepare required records, logs, etc. with proper format. Requires the ability to speak with and before others with clarity, voice control and confidence.

Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to learn and understand relatively complex principles and techniques; to make routine independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and to understand and implement basic machinery functions.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions. Must be able to communicate effectively and efficiently with persons of a variety of educational and cultural backgrounds and in a variety of technical languages including building maintenance, mechanics, plumbing, HVAC, electrical, carpentry, etc.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, and to determine time.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office and special machinery.

Manual Dexterity: Requires the ability to handle a variety of items, control knobs, buttons, switches, catches, hand and power tools, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Worker may be subject to danger or risk to a moderate degree.

Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Has considerable knowledge of the principles, practices, policies, programs, and methods of the Housing Authority as they pertain to the performance of duties of the Maintenance Mechanic II. Has knowledge of building maintenance methods and procedures as reflected in the needs and requirements of the Housing Authority. Is able to complete specific work orders when assigned. Has working knowledge of engineering and construction theories and practices as they relate to the maintenance of housing communities. Has knowledge of and/or skill in mechanical, electrical, plumbing, and heating system installation, maintenance, and repair work; has knowledge of and skill in carpentry methods. Is able to assist in diagnosing sources of malfunctions and to repair/replace defective parts using a variety of hand tools. Is able to read and interpret blueprints, drawings, layouts, and other specifications. Has knowledge of the standard tools, materials, and practices of the trades. Is able to select the proper materials necessary for completion of work. Has skill in the care and use of required tools and equipment. Has knowledge of the occupational hazards and safety precautions of the trades. Has knowledge of applicable building codes and housing standards. Has knowledge of the specific requirements and policies of Federal HUD. Is knowledgeable in the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Is able to provide assistance to co-workers as needed. Is able to analyze problems that arise on the job and recommend solutions. Has the ability to interact and communicate with a variety of individuals and groups in a clear, concise, and effective manner. Has the ability to perform mathematical calculations as necessary. Is able to use independent judgment to perform tasks in routine situations. Is able to learn and apply new skills needed in order to promote efficient completion of duties. Has knowledge of the terminology used within the department. Knows how to react calmly and quickly in emergency situations.
